Volta Closes $100B AI Factory Deal in Norway at 7 Months Old — 133MW, Vera Rubin, Mystery Lab

Volta, a compute infrastructure startup incorporated roughly seven months ago, announced August 4 that it has reached a $100B strategic cooperation with an unnamed AI lab and will co-build a 133MW AI factory in Norway with Bitdeer. The factory will deploy NVIDIA Vera Rubin systems. Anthropic and Bitdeer both declined to comment on the identity of the unnamed lab.

The deal is large enough to rank among the biggest single compute commitments in AI infrastructure history — comparable to the $99.4B CoreWeave backlog or the $19.6B Hut 8 lease cluster. Volta reached this scale before shipping a product, before completing a publicly disclosed funding round, and in under a year of operation.

What Is Known

  • Cooperation value: $100B strategic agreement (press release language; no breakout of equity vs contracted spend vs financing)
  • Site: Norway, co-developed with Bitdeer. Bitdeer’s existing Norwegian presence is a 133MW data center project previously announced without a named hyperscaler tenant — that appears to be the project Volta now anchors.
  • Hardware: NVIDIA Vera Rubin systems, the successor to Blackwell. Vera Rubin NVL72 deployments are the current ceiling of NVIDIA’s rack-scale product line.
  • Unnamed lab: Anthropic declined to comment. The lab in question would need to be absorbing 133MW of compute — a scale consistent with a US-tier frontier lab, not a mid-market player.

Why Norway

Norway’s renewable power grid, sub-Arctic cooling capacity, and proximity to European AI markets make it an attractive site for frontier compute. Bitdeer already operates there; Nscale closed a $790M raise for a Norwegian data center in July. The country is becoming a secondary compute corridor alongside Texas, Ohio, and Finland.

NVIDIA’s Expanding Balance Sheet Play

NVIDIA committed in late July to backing OpenAI’s 10GW Ohio data center, reportedly covering $250B of chip procurement via financing. Volta is a separate vehicle: a startup with NVIDIA backing that builds compute sites anchored by named lab deals. The pattern — NVIDIA financing the demand side while taking equity in the vehicle — recurs across Sharon AI, Firmus, and now Volta.

What It Is Not

A $100B cooperation agreement is not $100B in cash. The figure likely represents contracted GPU spend, financing commitments, and revenue-share arrangements combined. Bitdeer’s prior Norwegian deal was announced at $4.7B over 16 years — a different project, with a different unnamed lab. Volta’s Norwegian site is a new and larger commitment.

The identity of the lab remains the central open question. A 133MW AI factory deploying Vera Rubin is a serious operational commitment. The lab that ultimately runs it will either be named in a follow-up filing or will remain opaque for as long as the contract structures permit.
