Pure DC Breaks Ground on €7.5B Finland AI Campus — Phase 1 Fully Leased at 110MW
Pure DC, the pan-European hyperscale data center platform, is launching an AI campus in Seinäjoki, Finland with a headline figure that commands attention: over €7.5 billion in total investment potential across a 550MW+ build-out. Phase 1 is already contracted.
The company describes it as the largest-ever inward investment into Finland by a UK firm. The UK Secretary of State for Science, Peter Kyle, endorsed the announcement, citing it as evidence of British firms competing at scale in international AI infrastructure.
Phase 1: 110MW, €1.5B, Fully Leased
Phase 1 covers 110MW of AI campus capacity at an investment of over €1.5 billion. Pure DC says Phase 1 is fully leased, the substation for the first data hall is constructed and live, and all planning permissions and power requirements are secured. That is an unusually clean project status for a large European data center build — most comparable projects at this scale are announced before leasing is complete or power contracts signed.
Why Finland
Finland has become a default destination for European AI data center buildouts for three reasons: electricity pricing anchored to Nord Pool’s low-carbon hydro and nuclear mix, established land availability for large campuses outside urban centres, and a political environment that has moved aggressively to attract hyperscale investment. Seinäjoki, in western Finland, gives Pure DC room to expand from 110MW to 550MW+ without the permitting constraints that constrain southern European sites.
Scale in Context
A 550MW campus at full build-out puts this project in the same tier as the largest AI data center announcements from Meta (5GW Louisiana campus), Microsoft (Fairwater at 800G scale), and Google’s global build program — though the Pure DC figure represents total potential capacity rather than committed spend. The €7.5 billion ceiling is contingent on permissions and contracting through all phases.
Phase 1 at 110MW is comparable to Japan’s national AI factory built with NVIDIA (140MW). It is not a symbolic project.
European AI Infrastructure Context
The Pure DC announcement follows the EU’s Formal Tech Sovereignty Package — €200B in European data center investment, Chips Act 2.0, and €2B for open source. Large hyperscale builds in member states satisfy both domestic compute ambitions and international hyperscaler demand for European footprints with predictable regulatory environments.
For Pure DC specifically, the Finland campus extends a portfolio that already spans Europe and the Middle East. Building in Finland while phase 1 is fully contracted reduces speculative capital risk — the question is whether the demand pipeline supports the 440MW gap between phase 1 and the stated ceiling.
At 110MW operational, the campus is live infrastructure. At 550MW, it is a meaningful fraction of Europe’s sovereign AI compute build.
