Oracle Closes $16B Financing for OpenAI Michigan Campus — Bank of America Placed $14B in Bonds
Oracle closed a $16 billion financing package on April 25, 2026 for a data center campus in Michigan dedicated primarily to running OpenAI workloads, according to Bloomberg. Bank of America led the financing, placing $14 billion in bonds to institutional investors as part of the total package.
The deal is one of the largest single cloud infrastructure debt transactions in the industry’s history. It extends Oracle’s existing relationship with OpenAI, which has been building out compute capacity across Oracle Cloud Infrastructure alongside Microsoft Azure and other partners.
What the Michigan Campus Represents
Oracle has not disclosed chip counts, power capacity, floor space, or a construction timeline for the Michigan facility. What the financing package reveals is the capital intensity of serving a single hyperscale AI client at frontier scale. A $16 billion facility dedicated primarily to one company’s applications is not a general-purpose data center. It is bespoke infrastructure built to the requirements of OpenAI’s training and inference workloads.
The bond structure — $14 billion of the $16 billion raised as institutional debt — reflects how AI infrastructure financing has evolved. These are now investment-grade capital markets transactions, not venture bets. Bank of America’s ability to place $14 billion of bonds for a single compute campus signals that institutional fixed-income investors have concluded that AI compute demand is a durable credit risk.
The Infrastructure Financing Shift
The Oracle-OpenAI transaction follows a series of large-scale AI infrastructure debt deals:
- CoreWeave closed an $8.5 billion investment-grade GPU loan earlier this year, described as the first A3-rated AI infrastructure debt transaction.
- Fluidstack raised $1 billion at an $18 billion valuation as demand for independent compute capacity tripled its value in four months.
The Michigan campus adds a different structure to that mix: single-client, bond-financed, and housed within a large established cloud provider rather than a pure-play GPU lessor.
OpenAI’s Compute Footprint
OpenAI’s primary compute relationships now span Oracle Cloud Infrastructure (Michigan and existing OCI clusters), Microsoft Azure (the original founding partnership), and AWS (GPT-5.5 and Codex availability on Bedrock in limited preview). The Michigan campus expands the Oracle channel specifically.
OpenAI raised $122 billion at an $852 billion valuation earlier this year. The Michigan data center financing — external debt rather than equity capital — indicates the company is structuring compute access without diluting its equity base.
