ChatGPT Moves to Cost-Per-Click Ads, Adopting the Model That Built Google's $300B Search Business

OpenAI has moved ChatGPT’s ad inventory from CPM (cost per thousand impressions) to CPC (cost per click), according to reporting by Digiday confirmed by Skift. The change is quiet — no announcement, no blog post — but structurally significant.

CPC is the pricing model that made Google Search worth over $300 billion in annual revenue. Advertisers pay only when a user clicks through, which aligns the platform’s incentive with the advertiser’s: driving qualified traffic, not passive eyeballs. It is the single most important commercial invention in the history of the web.

OpenAI adopting it for ChatGPT is not an incremental step. It is a declaration that ChatGPT intends to capture search advertising spend directly.

How the Attribution Loop Works

The buchodi.com breakdown of ChatGPT’s ad stack traces the full loop: a user asks ChatGPT a purchasing or navigational query, the model surfaces a sponsored result, the user clicks, and the advertiser pays OpenAI on a per-click basis. The travel sector has moved fastest. Skift reports that travel advertisers began migrating ChatGPT budget from brand awareness to performance spend the moment CPC turned on. OTAs, hotel chains, and airlines — who already operate on thin CPC margins against Google — now have a second auction to manage.

Why CPM Was the Wrong Model

ChatGPT’s earlier impression-based model had a structural problem: most ChatGPT sessions are not casual browsing. Users come with specific intent, ask specific questions, and act on specific answers. Impression pricing wasted that signal.

CPC captures intent-to-action at the moment of highest leverage. For an advertiser targeting a user who just asked “best business travel card with airport lounge access,” a CPC unit inside ChatGPT is worth more per click than nearly any programmatic impression, because the purchase path is compressed to a single query.

The Google Displacement Scenario

OpenAI’s advertising pivot makes explicit what has been implicit in ChatGPT’s growth: the product is not a chatbot, it is a search replacement. The 600 million monthly users who currently use ChatGPT instead of Google represent direct revenue displacement — not eventual, but now.

Google’s search moat has always been the advertiser ecosystem: the bidding infrastructure, the auction dynamics, the measurement tools. OpenAI is now building identical infrastructure. The revenue question is no longer whether ChatGPT can monetize at scale, but at what CPCs and in which verticals it begins to pull meaningful budget away from Google.

What Changes for Advertisers

Enterprise teams running paid search budgets should expect ChatGPT to appear as a distinct line item in agency media plans within two quarters. The performance data is not yet public — OpenAI has not disclosed average CPCs, conversion rates, or vertical breakdowns — but travel results suggest the signal quality is high enough to justify testing at scale.

The attribution model requires first-party tracking compliance, which is standard for most large advertisers. The audience targeting layer is not yet public; it is unclear whether OpenAI will allow demographic, intent, or behavioral segment targeting, or whether all placements will be keyword/query-contextual only.

The CPC switch is also a competitive move against Perplexity, which has been building a sponsored answer product for six months. By moving first on CPC mechanics, OpenAI is setting the price floor and the measurement expectation before the market is fully formed.
