AMD Locks In France's First Exascale Supercomputer — Alice Recoque Breaks NVIDIA's Hold on Sovereign AI

AMD and the French government signed a multi-year Letter of Intent in Paris on April 16, formalising a partnership to build out France’s AI compute base with AMD infrastructure. The signing brought together AMD SVP of Global AI Markets Keith Strier and Philippe Baptiste, France’s Minister for AI and Digital, at the French Ministry of Economy.

The centrepiece is Alice Recoque, France’s planned first exascale supercomputer, developed by AMD and Eviden. AMD will establish a dedicated Centre of Excellence around Alice Recoque, staffed to provide technical expertise, training, and ecosystem support for French researchers, developers, and startups working on the system.

What AMD Is Providing

The deal is structured around three pillars:

  • Hardware and software access — AMD compute, ROCm software stack, and developer tooling opened to French researchers and AI startups via the AMD University Program and AMD AI Developer Academy
  • Alice Recoque support — Centre of Excellence collocated with the GENCI/Jules Verne Consortium/CEA partnership that operates the system, covering training and ecosystem development
  • Diversity and resilience — language from the LOI explicitly frames AMD as expanding the French AI ecosystem beyond a single hardware dependency

Why It Matters

Alice Recoque is not a hyperscale cloud deployment — it is state-owned, nationally operated exascale compute. If the system runs AMD ROCm rather than CUDA, French AI researchers, universities, and government labs will develop workflows and models optimised for the AMD stack by default.

That has downstream consequences. Models trained on AMD silicon at national scale create pressure for framework support, optimised kernels, and toolchain parity. It is the same approach that NVIDIA used to entrench CUDA: get the researchers first.

France’s National AI Strategy, announced by President Macron in February 2025, explicitly targeted infrastructure as a sovereign priority. The AMD deal converts that into a hardware commitment with a named partner and a named system. Combined with AMD’s existing role in LUMI (Europe’s current top supercomputer) and Frontier (US DOE), the company is accumulating the reference installations that matter for enterprise and government procurement decisions.

The Competitive Context

Intel signed a similar multi-year AI infrastructure pact with Google earlier this month, positioning CPU-based inference as a cost alternative to GPU clusters. AMD is playing a different angle — HPC and research compute, where exascale contracts are won on performance-per-watt and software ecosystem, not just raw throughput.

NVIDIA has no exascale presence in France at the national infrastructure level. Alice Recoque gives AMD that foothold, and the Centre of Excellence ensures AMD engineers are embedded in the French scientific community long enough to hold it.
